JO0000010193 Quick Apply Now!Successful candidates will have worked on a minimum of three full life cycle ERP implementation projects (including SAP, Oracle) and a minimum of one full life cycle implementation of Oracle ERP Cloud – your experience/role having led on the Procurement modules, using ERP as well as other ‘best of breed’ (P2P/S2C) public procurement software/solutions.
Preferably candidates will have implementation experience within local government. You will have strong detailed understanding of Local Authority finance and procurement operational activities and of the public procurement regulatory requirements/business processes to work with the Council’s SMEs to create the optimum P2P/S2C system solution.
You will need to be confident in leading the discussion, challenging the status quo and demonstrating that your expertise will support the optimal outcome. You will be supported by constructive, conscientious and energetic SMEs who will be looking to you for guidance and direction. Oracle Fusion is being implemented using an Agile project management methodology, which you will need to have demonstrable experience of and a clear understanding of how to manage risk and progress within such an environment.
Required experience and skills:
·Strong working knowledge of procurement modules within Oracle Fusion including Sourcing, Supplier Qualification Management, Contracts Management, Supplier Portal, Purchasing, Self Service Procurement and Account Payables
·Knowledge and awareness of the Public Contracts Regulations (PCR2015) in order to design and develop a fit for purpose P2P and S2C solution
·Ability to work independently and as part of a team, across multiple financial operational areas at the same time.
·Ability to build professional credibility quickly and provide a source of professional and technical expertise in relation to finance within Oracle Fusion.
·Ability to accurately analyse information, data analytics and business processes, operate in a timely and efficient manner and with minimal errors.
·Ability to evaluate service improvements, profitability, risk and issues.
·Ability to formulate and communicate concepts and technical information to a non-technical audience. Extensive experience of working and delivering positive outcomes in an agile project management methodology.
Qualifications and/or experience:
·Experienced project manager with the ability to assess the progress of projects, process redesign and service changes.
·Experience in conducting research/data analysis, both internal and external and present the results clearly and creatively.
·Experience in business process design, testing, verification and validation techniques.
· Experience of working with SAP would be preferable. The key responsibilities of the job include:
oEngaging and managing project stakeholders and building buy-in and support within the business community to drive the project forward.
oFacilitating a collaborative team working environment between the client (business and core programme team) and supplier throughout the project.
oManaging the client project deliverables and obligations to ensure effective delivery of the plan
oEnsuring a common understanding across all key stakeholders of the project’s critical path and key decision points Working alongside the Programme Manager to maintain the work stream project plan
oMonitoring risks and issues and recommending mitigating actions
oEnsuring project benefits are identified and captured for ongoing tracking
oWorking across all 3 project work streams (Technology, Change and Delivery) Please note the below: – The role is likely to last 12 months – Candidates must have local government experience, please do not submit candidates who do not have this experience – The role can be mostly worked from home, but the post holder will be required to attend key meetings in Chichester.
